Persisting line types and colors in a Database

Sorry if this is answered elsewhere, but I was looking around and couldn't find a concrete answer or example.

I have an Oracle database that I am storing mostly utility data in. Its set up with ArcSDE and users are direct connecting to it. Can someone point me in the direction of how to have it so that when people bring in, say the water line layer, it always is a certain color(blue) and certain width? It seems to be random for every user. Do I need to set something up in Oracle to store it?
