Delete failed: “lock request conflicts with an established lock”


A layer owner is not able to delete it in an enterprise geodatabase as shown in the screenshots below:

Attachment 33989, Attachment 33990, Attachment 33991


The enterprise geodatabase accessed by the owner of the layer shows “insufficient permissions” as the “disconnect user” is selected

What might be the issue here? How the owner can’t delete what he\she owns?
